Method - 1 (Old)
Start installing Windows 11 according to the installation instructions from a flash drive. If you are connected to the Internet via a cable connection (not Wi-Fi and no authentication required), disconnect the cable before starting the installation. Continue the installation until the first reboot and the basic system setup window appears
On the "Lets connect you to a network " screen, don't connect to the Internet (if you have a cable connection, unplug it first). Press Shift+F10 (Shift+Fn+F10 on some laptops) to open the command prompt. You can also use Shift+F10 on the first settings screen if you're sure the Internet is disconnected.
and press Enter. This will disable the requirement for an internet connection during installation and restart your pc.
After your computer restarts, you'll be taken back to the Windows 11 initial setup screen. When you reach the screen asking you to connect to a network, select "I don't have Internet."
Click "Continue with limited installation".
Continue the installation by creating a local account instead of a Microsoft account.

Method - 2
this method is a like a trick because here we will only use third party tools to overcome this problem now its time to act---
first lets download windows 11 "iso" file from Microsoft website and save iso file.
After download windows 11 file we will use another tool download from Here.
rest is quite simple as showing in figure select the right option .
open the tool and select your iso file choose your partition scheme GPT or MBR and the click next after that this magic option appears.
wait for the completion of the process and install your windows peacefully.
Once the installation is complete, you will have a fully functional Windows 11 with a local account. You can now connect to the Internet to download updates, drivers, and other necessary operations.
